Ticketing without Airport Taxes for Government Passengers in Brazil

We inform you that according to Resolution 432/2017 the ORDINANCE No 85 / SRA, OF 10 JANUARY OF 2018. of the National Agency of Civil Aviation in Brazil (ANAC), it was defined that from the 15th of May , 2018, certain passengers with government positions or belonging to certain government agencies are exempt from charging boarding and / or connection fees, and also as their respective relatives. 

According to the Resolution: 

"... Foreign diplomatic representatives and consular officials, as well as their respective families, are considered guests of the Brazilian Government when they hold a diplomatic passport or service passport issued by a foreign government, diplomatic identity or consular identity issued by the Ministry of Foreign Affairs. External relationships .

The concession of the benefit will be conditioned to the reciprocity of treatment. Foreign government officials of International Organizations based in Brazil are also considered as guests of the Brazilian Government, provided that they enjoy tax exemptions, in terms of specific headquarters agreement."

The exemption applies to domestic flights in Brazil and international flights originating in Brazil, that is, for flights that charge the "BR" rate.

To access the fee exemption, passengers must proactively indicate their condition and submit supporting documentation that proves it.

The following cases may be presented: 

1. Exempt passengers who wish to make a purchase (1st issue): 

When the passenger indicates that they are exempt, the table of exempted countries must be reviewed and indicate that they must present the documents defined in resolution 432/2017 according to the country of citizenship and travel condition of the passenger.

After checking the documentation that proves it, you must proceed with the issuance of the ticket, releasing the BR rate (BR embarkation rate). The processes for each channel are detailed. It is the responsibility of the issuing agent to send a copy of the supporting document so that the  Atención Agencias / Núcleo de Negócios can attach it to the WIS before finalizing the issuance process. Travel agencies (inside and outside Brazil) must request a waiver directly with these equipment and insert the waiver and the supporting file in the WIS according to the current process. 

In the WIS, the reason at the factory level was enabled for the different units to give the waiver, each Representative must assign it to the corresponding units under its structure.

The passenger must be informed that must take it to the airport at the time of the check-in because it can be requested by the airline staff. 

2.Exempt passengers who declare their condition after having a ticket issued (reissue): 

When the passenger indicates that they have purchased a ticket and should be exempt, the table of exempt countries should be reviewed and indicate that they must present the documents defined in resolution 432/2017 according to the country of citizenship and travel condition of the passenger. 

After verifying the supporting documentation, proceed with the reissue and refund of the BR boarding fee. 

3.Exempt passengers who declare their condition after the trip (ticket used) 

For tickets issued in indirect sales channels, the customer must be referred directly to LATAM for the refund of this fee.
